Since I’m under the age of 26, won’t I need my grandmother’s financial information (since I’ll be living with her) to apply for financial aid? Or would I need my step-father’s financial information because I lived with him previously?

I’m planning on applying to Brown with financial aid.
Say, hypothetically my application alone is strong enough to be accepted but isn’t strong enough to receive financial aid.
In this case, would I be accepted without financial aid?
Or would I be rejected completely?
Is it possible for someone who applied financial aid to get accepted without financial aid?
i forgot to add that I’m an international student -_-;;
